How to Switch FFL Software Without Breaking Your Bound Book

Switching software is a records event, not an IT project. Do it in the order below and your bound book never has a gap. This guide is vendor-neutral until the last section, and each step names the ATF ruling condition behind it. It isn't legal advice: confirm your plan with your IOI or ATF Area Office before you start.

Before you cancel anything: what to get from your current vendor

Ask for these in writing while your account is still active:

• A full A&D export (CSV or Excel), including closed lines, not just what's on hand.
• A printable A&D record in acquisition-date order. That's the form ATF Rul. 2016-1 condition 5 describes for downloads.
• Your electronic 4473s, if the vendor stores them, as the original files, with any corrections still attached.
• Customer and inventory exports.
• The correction history for your A&D lines.
• The export format and field list, so you know which columns you're getting.
• How long you keep read-only access after you cancel.

Get the export process in writing before you sign with anyone, including us. It's one of the questions to ask any vendor.

Step 1: Download or print your full A&D record (the ATF step)

ATF Rul. 2016-1 condition 5(c) requires a download of all your A&D records to a physical storage device at your licensed premises, or a printout, before you change software, database system or host. A download has to be unencrypted, with the required information readily apparent, and list inventory and transfers in order of acquisition date. Keep it until the next one replaces it (conditions 6 and 7). (ATF Ruling 2016-1)

If your old system holds pending electronic 4473s, ATF Rul. 2016-2 condition 14 has the same download-before-changing rule for them. (ATF Ruling 2016-2)

Step 2: Pick a cut-over date and plan your notices

Pick a slow day. After cut-over, every new acquisition goes into the new system only.

Remember ATF Rul. 2016-1 condition 3: if any A&D record is electronic, all of them must be, including gunsmithing and repair and NFA. There's no running half your book on paper or in the old system.

Plan the move with your ATF Area Office. ATF Rul. 2022-01 requires written notice 60 days before you implement electronic 4473 storage, and 2016-1 requires a full download of your bound book before changing software. If you're moving electronically stored 4473s from one system to another, the ruling doesn't say whether that counts as a new implementation. Ask your Area Office, and if in doubt, send the notice 60 days before cut-over.

Step 3: Bring open inventory into the new book

This is the step to get right, and ATF hasn't published a step-by-step for it. Confirm the method with your ATF Industry Operations office before you start, and keep a written note of what they told you.

What FFL Command Center does when you bring open inventory in:

• A staged import with a human commit. Staging writes nothing to the live book. A person reviews the staged rows and commits them.
• Each open firearm is booked as an acquisition, with its original acquisition date from your old book.
• It isn't an opening-balance entry. Each open firearm gets its own acquisition line.

Plan the move with your ATF Area Office. ATF Rul. 2022-01 requires written notice 60 days before you implement electronic 4473 storage, and 2016-1 requires a full download of your bound book before changing software.

Step 4: Import history and check it first

Whether you bring over closed history or only open inventory, check the import before it touches your book:

• Look at a few rows before running the whole file.
• Check that every required field maps: manufacturer and importer, model, serial number, type, caliber or gauge, acquisition and disposition dates, and source and recipient names and addresses.
• Reject duplicate serial numbers instead of booking a gun twice.
• Keep the import file you used alongside your Step 1 download.

Step 5: Reconcile

Do a three-way check: your physical count against the open lines in the old system's export, and the export against the open lines in the new system. Anything that doesn't tie out gets fixed before you sell another gun. Sign and date a record of the reconciliation and keep it with your records.

Your 4473s: a separate track

• Paper 4473s, and 4473s you printed under Ruling 2016-2: keep them as they are, for as long as 27 CFR 478.129 requires. See how long to keep 4473s.
• 4473s stored electronically under Ruling 2022-01: the originals may not be deleted, amended, replaced or otherwise altered (condition 3). Keep your old system's electronic 4473 originals, or a verified export of them, intact and unaltered, with corrections still attached. Don't assume a new system re-rendering them counts as the original.
• Scanning old paper forms: a separate path under 2022-01 conditions 16–18. Only paper forms more than 3 years old can be scanned and kept electronically, as exact, complete images saved onsite, and the paper is destroyed only after you've verified the scan.

If your new system is cloud-hosted

ATF Rul. 2016-1 condition 9 allows records at a contracted host facility if they're readily accessible from a computer at your premises during business hours, and the server is in the U.S. or the host has U.S. business premises and is subject to U.S. legal process. Condition 10 requires notifying your ATF Area Office of the host's name and address within 30 days of contracting with or changing a host; 2016-2 condition 16 says the same for pending 4473s.

If you use off-site or cloud backup, ATF Rulings 2016-1 and 2016-2 require notifying your ATF Area Office of the host facility within 30 days. We'll give you the details to include.

Switching from a specific vendor

Vendors change their export screens, so ask for the list above in writing and check your vendor's help pages at the time you move.

From FastBound

From paper

Your paper bound book stays your record for everything before cut-over: keep it (27 CFR 478.129). From cut-over, every A&D record is electronic (2016-1 condition 3). Paper 4473s stay paper unless you scan forms older than 3 years under 2022-01. See bound book basics.

Switching to FFL Command Center

FFL Command Center runs on your own Windows PC. Switching into it goes in this order, and nothing touches your bound book until you commit:

1. Upload your export, or fill in the template CSV. The Switch tool inside FFL Command Center has the upload screen and the template.
2. Map the columns. A 5-row preview shows the raw data before anything happens. Saved mapping profiles keep your map for the next file.
3. Validate and stage. Rows are staged, not written to the book. Errors block a row from being committed; warnings let it through for you to judge. Duplicate serial numbers are flagged at staging and blocked at commit, and you can skip rows.
4. Review, then commit. A person commits. Open firearms are booked as acquisitions with their original acquisition dates. Every import stays in the import history.
5. Reconcile. A reconciliation report with an attestation checks the import file against what's in the system. It doesn't count your physical inventory; that part is yours.

Which exports it reads. FFL Command Center has a full FFL Boss importer for bound book, acquisitions, dealers and customers. FastBound's ATF bound book export is detected automatically. Every other vendor's export goes through the generic CSV or Excel column mapping.

Leaving later. Your records stay in a local database on your PC. For your own 2016-1 downloads: Export your A&D bound book to CSV or PDF any time (ATF, Inspection Export), plus sales, inventory and other reports to CSV. Save the download to a drive at your premises and keep it until the next one. The records export under Settings, Backup is encrypted with your backup password.

Offline and platform. Inventory, the bound book, Form 4473 and POS all work with no internet, and the electronic 4473 works offline at gun shows. Windows 10/11 only for now. Mac version coming.
